WHAT DO YOU THINK ARE THE PROBLEMS FACED/HINDRANCES/OBSTACLES REGARDING THE SMOOTH IMPLEMENTATION OF PROJECTS IN MUNICIPALITIES? HOW DO YOU THINK ARE THE MEANS OR WAYS TO CHANGE THE SITUATIONS IF GIVEN THE OPPORTUNITY.

Many factors do account as to why there are so many failed projects in regional and communal municipalities. Below are some of them
• The political views/ideas of the vote holder can cause his deviation towards projects found in the communal development plan to be executing but projects that aren’t found in the communal development plan.
• The presence of many stake holders (hierarchy) in the execution chain with each having an interest to represent which boils down to nothing but financial motivational packages (corruption and mismanagement tendencies) to wave off errors found in the execution instead of insisting for the right corrections to be done.
• Delays in payment procedures as contractors have the tendency of accumulating contracts and abandoning half way under the claims of not having been paid previous contracts executed and as such are running a financial deficit that enables the continuity of such communal projects.
• In adequacy in the elaboration of the communal plan which can cause loopholes in the future especially if the actual/pressing needs of the communities were not sampled/carried out based on what the communities wanted meaning they grassroots actors didn’t actually get the opinions of the citizens in the community.
• Again, the presence of political instability in the current state of the Anglophone regions and the upper North cannot be undermined as a factor serving as hindrance for the smooth execution of communal plans.
• Inadequate resource mobilization which usually stems from low budgetary allocation estimates coupled with very limited access to external fundings and above all the inefficient usage of the available funds.
• Incompetence/lack of the requisite skills for those involved in the execution plan which comes as a result of inadequate capacity building of workers with very limited expertise in areas such as project/financial management and to some extent the high turnover rates of some technical staff maybe due to retirement or abandonment of services which leads to loss of knowledge by the institution.
THE FOLLOWING CAN EQUALLY SERVE AS PROPOSED SOLUTIONS TO CURB DOWN/ADDRESS OBSTACLES AND CHALLENGES FACED IN THE IMPLEMENTATION OF COMMUNAL PLANS.
• Local authorities are advised to always recruit the services of qualified personnel who have a better mastery and understanding of the domain chosen and not recruiting on basis of familiarity, sentiments and family tidings if they seek to achieve the objectives for which they do represent.
• Besides, there’s always the need to always boost the capacities of the existing man power/labour force such that they can always meet up with the trends especially given the fact that modernization is rapidly evolving with the coming into existence of apps such as the artificial Intelligence that is seemingly replacing work that use to be done by humans by machines. For these, we encourage the acute usage for purposes of updates the constant application of modern ICT tools.
• Further still, we also encourage the need to continuously organize meetings and workshops open to the entire community where awareness can be created to the population on the need for them to actively participate in the affairs of their communities geared towards development and shaping the landscape of the community.
• Partnerships with other local bodies like community groups, business organizations should be fostered as this will go a long way to help leverage resources, expertise and support and this must be backed by effective regular and concise communication.
• More so, with the increasing prevalence of insufficient financial resources as local authorities faces a lot of low financing and budgetary constraints that affects the smooth running of their CDPs, they are therefore encouraged to increase revenue generating avenues that will ensure improved tax collection that will reduce over dependence maybe on a single revenue source, explore alternative funding sources such as public private partnerships and also to do realistic budgeting that ensures accurate forecasting and allocation of resources.
