COMMUNAL AND REGIONAL DEVELOPMENT PLANSTOPIC: CONSULT THE LOCAL DEVELOPMENT PLAN OF YOUR COUNCIL AREA AND COMMENT ON IT. PRESENT THE PLAN
A council development plan is a strategic document that serves as guide (roadmap) outlining the various developmental projects in terms of priorities, goals and objectives of a local council. It usually last for three years in some cases and at most five years as the case may be. Actually, this tool is usually brought about after a thorough assessment has been conducted on the field in the neighborhoods getting in clearer terms what the municipality desires in order of essence and not imposed upon by the government. This approach normally is participatory as it gets to targets all citizens of the community to come on board and have their voices heard. The Namenda I Council has a Council development Plan (CDP) which is an enlarged document wherein all projects envisaged for the next five years are consulted, extracted and imputed in the annual development plan (A.I.P) of the council. The development plan of the Namenda I Council was conceived by a consulting firm by name ANEMBOM CONSULTING wherein a co-financing convention was signed between the Community Driven Development Program (PNDP) and the Namenda I Council with the goal to elaborate a lo cal development compendium that will serve as a development tool for the community. it was on this basis that the Bamenda I council recruited the services of this local support organization to come out elaborately with a strategic tool that will recapitulate the development aspirations of the entire community.
Paying cognizance to this plan, i can say that it was well conceived as its methodology actually meets the standards and components of a CDP in terms of realities on ground as the consultant together with other council officials and the sectoral ministries actually went on ground to carryout consultancy with the citizens, organized meetings in most cases to actually get the priority projects of the population which they in turn forwarded to the various ministries in charge for validation in the form of log frames. Actually there can be no good development without planning as even projects not found in the CDP are passed in council sessions in deliberations.
in the quest to provide the municipalities with these facilities by the local authority, its unfortunate that councils do face a limitation in terms of resources as their finances are very far below their unrealistic projections/expectations coupled with very low subventions coming in from the state. the presence of the crisis cannot also be undermined making it difficult to access markets in the communities for revenue collection.
