the budget preparation process is guided by law no 2007/006 of 26 December 2007 which introduced programmed budgeting.
STAGE 1: Budget Preparation Circular
the presidency of the republic publishes a budget preparation circular which marks the beginning of the budget preparation process.
STAGE 2: Pre-conference and sectoral ministries presentations.
pre-conferences are held to allow sectoral ministries present their various financing needs and programmed
STAGE 3: citizen consultation
stage 4: the holding of the budget orientation debate with the various programmed heads and also local stake holders of the municipality including members of the deliberative organ.
STAGE 5: The Budget Formulation (Draft)by the Secretary General and other heads of services.
the budget formulation stage involves preparing the budget document, which includes estimating revenue and expenditures projections, this stage requires careful consideration of the councils priorities, available resources and community needs then the draft budget is transmitted to the councilors.
stage 6: the budgetary session proper where members of the deliberative and executive to vote and adopt the budget.
stage 7: budget review and approval by the supervisory authority and the council.
stage 8: Budget implementation and monitoring: the approved budget is implemented and its execution is monitored to ensure the councils objectives are met.
