ASSIGNMENT ON THE ELABORATION OF COMMUNAL AND REGIONAL DEVELOPMENT PLANS.

The Communal Development Plan (CDP) of the Wabane Council was drawn up way back in 2012. This strategic framework document of the Wabane municipality, had as vision to make the Wabane municipality an economically vibrant one with a general improvement in livelihood conditions such as good road network linking the localities of the entire municipality, farms and markets, enhance the capacities of workers and working conditions, ensuring a rational and sustainable management of natural and human resources. all these considerations were meant to improve on the social, economic and environmental conditions of the population. the main objective of the plan was to sustainably improve on the livelihood conditions of the population of Wabane municipality by providing quality basic services in the domain of health, education, environment and socio-economic infrastructure.
From the look of things, this plan was well elaborated as its methodology saw the preparation of the entire process. the collection and treatment of data, data consolidation and mapping, strategic planning, resource mobilsation and programming workshop and finally, the putting in place of the preparatory monitoring and evaluation mechanism.
Considering the above analysis, we can say without doubt that, the communal development plan for Wabane municipality well elaborated.
This communal development plan has been the guide to all developmental actions within the Wabane municipality from the day it was elaborated. this is in the sense that all developmental projects are always carefully selected with reference to the needs and priorities outlined within the plan
The major problem of this plan as at now is that it has not been updated since it conception. This has made the plan obsolete as far as changing times is concerned. The plan no longer fits in considering the fact that as time changes the communities needs also change and evolution gives birth to need to restructure established needs so as to fit the present moment and conditions.
to conclude, there is great need for the plan to be updated to take care of the present times.

the SG is an administrative arm of the council, as such he is to discharge his duties as an administrator.
his action should be that which would coordinate the various services of the council without political influence.

the budget preparation process involves the following:
– a commission is put in place with the SG as the head of the commission
– the commission comes out with a draft budget taking into consideration the needs and constraints
– the draft is then presented to the deliberative organ for deliberations and possible amendments
– when this is done the final copy of the budget is prepared and forwarded for the SDOs approval
– all this process should be within the timeframe of December, 31st
