      Assignment.
      A. Consult and study the strategic development plans of your various councils and make a critical evaluation of it whether it is attaining it goals and objectives or not and why

      Introduction.
      All councils in Cameroon have been empowered to effect changes related to the socio-economic development of their respective areas of jurisdiction following the devolution of competences to them in the decentralisation process. This falls within the framework of the revision of the Poverty Reduction Strategy Paper (PRSP), Cameroon’s great Vision 2035, the Growth and Employment Strategy Paper (GESP) and the decentralisation process in Cameroon with focus on local governance. Councils are therefore expected to assume the full responsibility to manage resources and projects within their areas of jurisdiction. To this end, the National Community Driven Development Programme (PNDP), a tool of the Ministry of the Economy, Planning and Regional Development, (MINEPAT) was put in place. The objective is to assist the Government of Cameroon in establishing and implementing a decentralized financing mechanism and to ensure a decentralized participatory development in rural areas and thus elaborate Council Development Plans (CDPs) for all councils in Cameroon in 2011-2012. It was realized that for the past 05 years, all projects funded in councils were projects identified from these CDPs. Given that most strategic plans last for a period of 05 years, it became necessary for MINEPAT through its development arm PNDP to introduce the update of CDPs this 2017. The approach adopted within this framework is participatory and accommodates opinions from bottom to top hence giving an immense opportunity for grass root populations to make their voices heard. Such opinions are further translated into micro projects.
      the evaluation of the development plan can be seen as follows.
      positive
      1. The development plan itself was alread a problem solving to the population. this is because this program was done taking into consideration the sincere needs of the population.
      2. Mayors at the time were given effective training on the implementation of the program.
      3. There was proper follow up and respect of CDP
      4. Councils worked in partnership with other associations like the PNDP to realise this goal

      Negative.
      1. the council is a political institution, each mayors sees his or her own priorities and how to manage it because there is no compuslary text to for all
      2. the absence of PNDP from the scene plays a negative role in the development of municipality
      3. crisis in north west region has prevented proper excution of projects thereby preventing the goals.
